International Travel Bubble to Langkawi

International travellers who wish to visit Langkawi are allowed to do so through the Langkawi International Tourism Bubble (Inbound). Here is the list of requirements as outlined by the Ministry of Tourism, Arts and Culture (MOTAC), Ministry of Health (MoH) and Immigration Department of Malaysia (JIM).

  1. UPON ENTERING LANGKAWI
    1. Travellers must bear negative RT-PCR/Rapid Molecular Test COVID-19 screening test results.
    2. Travellers are classified as “Low Risk” or “Casual Contact with No Symptoms” status under MySejahtera.
    3. Travellers must be fully vaccinated and have passed the vaccination maturity period (please refer to item 7.0 for the list of vaccines certified by MoH)
    4. Children below 18 years old must be accompanied by their fully vaccinated guardians/parents.
    5. The programme is only applicable for direct flights to Langkawi, or via KL International Airport or Penang International Airport (transit) only.
    6. Travellers must purchase travel package(s) and travel health insurance prior their departure to Langkawi (refer to item 3.0 and 4.0).
    7. Travellers must spend a minimum of three (3) days in Langkawi. However, if the travellers wants to visit other destinations in the country after Langkawi, he/she is required to stay for at least seven (7) days in Langkawi.
    8. If the travellers wishes to remain in Langkawi Island for more than seven (7) days or wishes to go to the next destination either within or outside of Malaysia after the 7th day, he/she must undergo the RT-PCR COVID-19/Rapid Molecular Test on the 8th day if the destination is in Malaysia, or within 72 hours before leaving Malaysia.
  2. UPON EXITING LANGKAWI
    1. Travellers who have spent a minimum period of three (3) days only need to undergo the RT-PCR COVID-19/Rapid Molecular Test screening test on the day they return to the country of origin.
    2. Travellers who have been in Langkawi for seven (7) days need to undergo a document review to confirm their duration of stay and obtain negative results for the RT-PCR Test/Rapid Molecular Test. These results should be reviewed by the authorities at the exit point (air/sea).
    3. If you are tested negative, you can exit Langkawi via air or sea.
    4. If you are tested positive or symptomatic, the tour operator must report to the MoH/private screening facility that has been appointed to manage the travellers at the designated private isolation/quarantine centers (for categories 1 & 2) or private hospitals (for categories 3, 4 & 5).
    5. Travellers who have met all the conditions above are allowed to travel to any other destinations in Malaysia except areas/states declared under the Enhanced Movement Control Order (EMCO).
    6. Travellers can choose whether to continue using a tour package under a tour operator registered and licensed with MOTAC or as a Free Independent Traveller (FIT).
  3. PURCHASE OF TRAVEL PACKAGES
    1. 3.1Travellers must engage a tour operator in Malaysia who is registered and licensed with MOTAC or through a foreign representative who uses the services of a Malaysian tour operator registered and licensed with MOTAC.
    2. 3.2Free Independent Traveler (FIT) travel is NOT allowed.
    3. 3.3
      Travel packages must include:
      1. Details of tour operator(s) registered and licensed under MOTAC (including license number)
      2. Round trip flight tickets (either purchased directly with the airline or through a tour operator)
      3. Details of accommodation
      4. Booking/payment of compulsory COVID-19 screening tests
      5. Services of a tour guide
      6. Itinerary/tour package details (prepared by the tour operator)
  4. PURCHASE OF TRAVEL HEALTH INSURANCE
    1. 4.1Travellers must purchase an insurance policy worth USD80,000 (COVID-19 & travel) for the duration of their stay in Malaysia.
    2. 4.2This insurance policy can be purchased from a Malaysian or foreign insurance company before departure to Malaysia and can be packaged into a tourist package by the tour operator.
    3. 4.3Insurance policies packaged together with the purchase of flight tickets by the airline or accommodation are also accepted/allowed as long as they are covered for COVID-19 and travel.
  5. SCREENING TESTS, QUARANTINE EXEMPTIONS AND SCREENING BY MALAYSIAN IMMIGRATION DEPARTMENT (JIM)
    1. 5.1
      Flights via Kuala Lumpur

      Upon arrival at KL International Airport (KLIA), travellers will be wearing an identification tag by the operator of a private health screening test facility.

      The private health screening operator will check and verify with travellers on the following items/information:

      1. Full vaccination certificate
      2. Completed Health Declaration Form from MOH
      3. Proof of purchase of minimum insurance of USD80,000 (COVID-19 & travel) or insurance packaged by the airline/hotel
      4. MySejahtera application on the traveller’s device
      5. Scan the QR code “Langkawi Island International Tourism Bubble Traveller”

      After that, travellers will be brought to undergo the COVID-19 screening test at a private facility in KLIA.

      Booking and payment for the COVID-19 screening test are to be included in the tour package offered by the registered tour operator that is licensed with MOTAC.

      Travellers will be sent to MoH counters/stations for confirmation of COVID-19 screening test results as well as confirmation of quarantine exemption.

      Travellers with negative results and have obtained clearance from the MoH are then allowed to proceed to the immigration counter.

      If the traveller is found to be symptomatic or positive, the private facility screening operator is responsible for arranging his/her transfer to the designated private isolation / quarantine locations (for categories 1 & 2) or private hospitals (for categories 3,4 & 5).

      At the immigration counter, travellers need to submit the following documents for JIM’s review:

      1. Valid passport
      2. Visa (if necessary)
      3. Round trip tickets (printed)
      4. Travel packages (printed)

      Travellers who pass the security check and screening by JIM can proceed to the check-in counter to continue their journey via domestic flight to Langkawi.

      Travellers who have to stay overnight at KLIA due to unavoidable reasons such as missed connecting flight, flight cancellation or longer transit duration (next day) are allowed to stay at Sama-Sama Express Hotel KLIA or be in the permitted area in the terminal building.

      Upon arrival in Langkawi, travellers can start the tour.

    2. 5.2

      Direct flights to Langkawi

      Upon arrival at Langkawi International Airport (LGK), travellers need to go to the MoH counter/station to review their COVID-19 screening result and quarantine clearance.

      Travellers need to submit the following documents:

      1. Full vaccination certificate
      2. RT-PCR COVID-19 test results/Rapid Molecular Test performed 72 hours before boarding a plane to Malaysia (printed or digital)
      3. Completed Health Declaration Form from MOH
      4. Proof of purchase of minimum insurance of USD80,000 (COVID-19 & travel) or insurance packaged by the airline / hotel
      5. MySejahtera application on the traveller’s device
      6. Scan the QR code “Langkawi Island International Tourism Bubble Traveller”

      Travellers who have passed the health check and screening can proceed to the JIM counter.

      At the immigration counter, tourists need to submit the following for JIM’s review:

      1. Valid passport
      2. Visa (if necessary)
      3. Round trip tickets (printed)
      4. Travel packages (printed)

      Tourists who pass the security check and screening by JIM are then allowed to exit the airport, meet the tour guide and go straight to the hotel.

      RT-PCR/Rapid Molecular Test shall be performed on the day of arrival or at the latest on the second day at a private facility that has been booked with the tour operator.

      Travellers are only allowed to continue their tourism activities after obtaining negative test results and clearance from MoH.

      If the travellers is tested positive or symptomatic, the tour operator must report to the MOH / private screening facility that has been appointed to manage the travellers at the designated private isolation/quarantine centers (for categories 1 & 2) or private hospitals (for categories 3, 4 & 5).

      Travellers who have tested negative may continue the tour.

  6. THE FOLLOWING TRAVELLERS ARE NOT ALLOWED TO PARTICIPATE IN THE LANGKAWI INTERNATIONAL TOURISM BUBBLE:
    1. Positive for COVID-19 infection
    2. Close contact to positive cases
    3. Travellers who are subject to a Home Surveillance Order (HSO) or mandatory quarantine
    4. Travellers who are symptomatic
    5. Travellers who are arriving from high-risk countries (Please check the list of countries here)
  7. List of vaccines certified by MoH:
    1. Comirnaty (Pfizer-BioNTech)
    2. COVID-19 AstraZeneca (Oxford-AstraZeneca)
    3. CoronaVac (Sinovac)
    4. Convidecia (CanSino)
    5. COVID-19 Janssen (Johnson & Johnson)
    6. Covilo (Sinopham)
